For nearly 50 years, we have been the heart of the developmental disability community in Columbiana County. Our longstanding history and mission are dedicated to building a more welcoming and inclusive community for all. We work to provide individuals with developmental disabilities opportunities for personal growth, independence, and overall improved quality of life through programs, housing, direct care, and employment opportunities.

We serve as your trusted partner in the care of your loved one and we’re committed to being the best in service to our clients and employees. We work to ensure that those in our care, and our team, are in a safe environment inside our facilities and within the community. As the leader, advocate, and steward of care for those living with developmental disabilities, safety is our highest priority.  We operate under strict safety guidelines, regulatory compliance, and policies when it comes to the physical and mental wellbeing of our clients and employees.

To enhance the lives of people with developmental disabilities and their families by providing individual-specific services, developing community engagement, and promoting community inclusion.

To be the first choice, bar none, for families, guardians, or any individual with a developmental disability who needs a provider of support services in order to live in and participate in their community.

A Brief History

Threshold Residential Services, Inc. is a 501(c)(3) nonprofit organization that was founded in 1975 to provide an alternative to institutional living for individuals with developmental disabilities. The first home was developed and began operating in 1979, providing a community-based home for eight adult men near New Waterford, Ohio. We began expanding residential services in 1981 and have continued to do so throughout the years, now operating in 22 different residential locations throughout Columbiana County. In 2005, we began providing adult day services in East Palestine, Ohio. In recent years, efforts have been focused on evolving our service models to create more emphasis on independence, integrating our services within the local communities of Columbiana County.
